Fresh Approach to Counterterrorism
Pakistan’s Foreign Minister, Bilawal Bhutto-Zardari, has urged a direct line of communication between Pakistan’s ISI and India’s RAW. He believes that this step could help both countries fight terrorism more effectively and also lay the groundwork for wider peace discussions. By encouraging intelligence sharing, Bhutto-Zardari wants to build trust and lower the risk of future attacks, hoping to start a shift toward better ties between the neighbors.
Timing and Diplomatic Context
This proposal follows a period of active diplomacy from both sides. While in Washington, D.C., Bhutto-Zardari attended meetings alongside an Indian group led by Shashi Tharoor. This rare overlap in international forums signals a new willingness to engage, even if just on the sidelines.
Pakistan’s renewed call for intelligence cooperation also comes as the country faces tough financial times and a surge in militant violence at home. Bhutto-Zardari has not held back from criticizing past decisions that, in his view, weakened Pakistan’s security. He points to past failures, such as allowing militants to settle, as setbacks in the fight against extremist groups.
